During the COVID-19 Circuit Breaker Period, from 2020 April 7th to June 1st, the following are the lists of services which are ongoing and deferred:

  • Testosterone deficiency syndrome

  • Erectile dysfunction
  • Premature ejaculation
  • Smoking cessation

SINGAPORE MINISTRY OF HEALTH CIRCULAR ON SERVICES DEFERMENT AND REDUCTION DURING COVID-19 CIRCUIT BREAKER PERIOD

Multi-Ministerial Task Force announced the implementation of very high safe distancing measures to reduce the risk of further local transmission of COVID-19. All non-essential activities (including businesses) will be suspended during this period. For licensed healthcare institutions, clinical services which are triaged as non-essential should be deferred from 7 April onwards for 4 weeks while essential services and COVID related operations should be continued.

 

Annex A. Examples of Essential Services

  1. COVID-19-related care and services
  2. Screening, testing and treatment of infectious diseases
  3. Emergency medical and psychiatric conditions such as breathlessness, heart attack, etc.
  4. Acute stroke and neurosurgical services
  5. Acute cardiac and cardiothoracic procedures such as ePCI, ECMO
  6. Trauma services
  7. Burns
  8. Procedures or surgeries required to prevent deterioration of the patient’s condition
  9. Urgent organ transplantation services including bone marrow transplants
  10. Dialysis services and other renal replacement services
  11. Cancer services when delayed would increase the chances of relapse or deterioration, including high risk biopsies
  12. Services which would be impacted by time delay, such as in-vitro-fertilisation services, abortion services, etc.
  13. Blood donation services and transfusion services
  14. Radiography, phlebotomy, respiratory therapy, and other essential allied health services in hospitals
  15. Management of chronic diseases with recent relapses and/or poor control, and medication refills. If patients are stable, if possible, switch to tele-consult and medicine delivery
  16. Obstetric and child delivery
  17. Outpatient antibiotic therapies
  18. Acute outpatient consultations for patients with respiratory symptoms and other acute symptoms
  19. TCM adjuvant treatment for cancer and chronic conditions
  20. Child immunisation and developmental assessment for 0 to 18 months
  21. Neonatal jaundice screening
  22. Wound dressing
  23. Inpatient rehabilitation, sub-acute, palliative and chronic sick services provided by Community Hospitals. However, rehab and therapy services which are maintenance in nature should be considered non-essential services.
  24. Mental health services including counselling, psychology services for patients who have unstable mental health conditions who might be in danger of harm to self or to others. If patients are stable, where possible, switch to tele-consult and medicine delivery.
  25. House call by doctors for patients with urgent needs but not constituting a medical emergency

Supporting services which are crucial in ensuring the smooth provision of the above essential services will also be allowed to continue, e.g. kitchen, housekeeping, security, cleaning, courier.

 

Annex B. Examples of Non-Essential Services

  1. Aesthetic services
  2. Outpatient nursing, rehab/ therapy, and other allied health services such as diabetic foot and eye screening, dietetics, counselling, social work, psychologist, podiatry, etc.
  3. Community outreach activities
  4. Community nursing post
  5. Management of stable sports medicine related conditions
  6. Elective joint replacement surgeries for stable joint arthropathies
  7. Elective eye procedures including cataract surgeries for stable cataracts
  8. Skin conditions which are stable on long term follow up
  9. Stable ENT conditions and elective ENT procedures such as septoplasty
  10. Screening/surveillance services including scopes
  11. Stable renal stones with no recurrent symptoms
  12. Other TCM services, including acupuncture
  13. Adult vaccination, including influenza vaccination
  14. Well women services
  15. Statutory health assessments for driving license and foreign domestic workers

The above services may continue remotely only if tele-consultation is feasible, or for cases assessed to have urgent needs.

Staff who do not need to be based on-site at the healthcare facilities should tele-commute as far as possible. e.g. back office functions that can continue remotely.

New Test Becomes the First Reliable Mycoplasma Genitalium Detection Opportunity

The FDA in America has given its approval for new tests that can positively identify an STI-causing bacterium called Mycoplasma genitalium. The FDA approval came after 12,000 samples were examined and the reliability of the test was confirmed. Mycoplasma genitalium is known to cause urinary and reproductive tract infections. Until present, however, there was no reliable way to test for its presence. The early treatment of Mycoplasma genitalium infections is very important because in the long run, these could contribute to infertility or pregnancy complications.

A Rare, Serious Form of Gonorrhoea Has Appeared: Here Are the Details

Five cases of a rare form of gonorrhoea infection have been identified in the US. Called disseminated gonococcal infection (DGI), this condition is caused by the bacterium that is responsible for the STI. DGI usually results from a high viral load, which is why the diagnosis of five people with this medical condition is uncommon. Doctors recommend regular screening for all sexually active individuals, as well as the practice of safe sex with condoms to bring down the risk of infections.

Welcome to the 11th Singapore AIDS Conference 2018!

Join us as we celebrate 20 years of the Singapore AIDS Conference, and gather to present and discuss the latest in medicine, social science and community action in the fight against HIV.

This year, we are excited to be hosting the Conference at the Lee Kong Chian School of Medicine Clinical Sciences Building (Novena Campus) on the 8th of December 2018. The Conference will run as one continuous track, and will feature a line-up of renown international and local experts and leaders in the field of HIV – including community leaders, policy-makers, clinicians and researchers, and, most importantly, members of key populations affected by the HIV epidemic. We are also extremely honoured to again have as our Guest of Honour Dr. Amy Khor – Chairman of the National AIDS Policy Committee, Senior Minister of State of the Ministry of Health and Ministry of the Environment & Water Resources.

As the primary local conference dedicated to all aspects of HIV, the SAC is committed to addressing the most pressing issues in the HIV care and response spectrum in the country. This year, we are focusing our attention and efforts towards the ambitious theme of SAC18 – “The Beginning of the End”.

This theme reflects our growing belief that with the concerted efforts of and collaborations between people living with HIV, healthcare professionals and academics, advocates, industry and policy partners, an end to HIV in Singapore is something we can look forward to in our generation.

The programme of SAC18 will be packed with exciting presentations that are built upon two main themes that will be woven into a whole throughout the day’s proceedings. The first is “Broadening the Response to HIV” – recognizing that in order to end HIV in Singapore, we will need to radically rethink conventional strategies, and place a greater emphasis on social sciences in HIV. We are privileged to have Professor Judith Auerbach (from the Governing Council of the International AIDS Society) speaking on this subject. In addition, we will be shining the spotlight on such cutting-edge developments as HIV Pre-Exposure Prophylaxis (PrEP), HIV self-testing, and the importance of modelling the local HIV epidemic.

The second theme is “An Update on HIV Science”, where we will present a concise summary of the ever-growing field of HIV biomedical science. Professor Christopher Fairley (from the Melbourne Sexual Health Centre) will be speaking on the effect of PrEP rollout in Australia and internationally; we will also be presenting the latest estimates for the local HIV 90-90-90 targets. For the first time at a local conference, we will also be presenting a consolidated picture of HIV clinical management in the country, focusing specially on the exciting new paradigm of U=U, or Undetectable = Untransmissible.

We are perhaps most excited to have SAC18 serve as a platform for the voices of members of key populations affected by HIV to be heard. You will hear presentations from dedicated and passionate individuals representing youths, women, sex workers, men who have sex with men and transgender individuals, amongst other groups. They will be speaking about the challenges they face in their fights against HIV, and their hopes for an end to HIV in Singapore.
